Duplex. i have sole d/w rights. other tenant continues 2 use after given notice by me and owner. what can i do

rights given to me through leases effective at both apartments. other tenant parks there even if there are open spaces on the street in my opinion, JUST to show disrespect. landlord is apprehensive about doing anything about it. i dont want to move but the driveway was THE selling point. what can be done legally? police told me that they can only ticket the vehicle if the landlord is present. otherwise he'll have to call a tow personally and have it towed. do i have any rights to do anything myself?
